Trade policy and practice in Ukraine

Project “Trade policy and practice in Ukraine” is aimed at enhancing the capacity building and activities of Ukraine within the WTO framework. In execution of WTO provisions and meeting the challenges of the EU-Ukraine DCFTA, the country needs to take measures to gradually achieve conformity with EU technical regulations and standardization practices.

This project started in January 2012. The Project is realized in the framework of the Project “Institutional cooperation between the Ministry of Economic Development and Trade of Ukraine and the Swedish National Boards of Trade in supporting Ukraine (Ukrainian WTO Enquiry Point and Notification Unit of the Department of the WTO cooperation and trade remedies) in implementation of WTO TBT activity”. It is executed by Institute for Economic Research and Policy Consulting in cooperation with the Ministry of Economic Development and Trade of Ukraine and Swedish National Board of Trade with Swedish Development Agency (SIDA) financial support.

The WTO Enquiry Point and Notification Unit (EP) of the Department for Cooperation with WTO and Trade Remedies of the Ministry of Economic Development and Trade is the Beneficiary of the project and key player to ensure cooperation with other authorities of Ukraine to improve internal mechanism for effective implementation and administration of transparency measures within Ukraine’s commitments in WTO.


Within the project four key Priorities were identified:

  1. Elaboration of the Draft Legal Act on Ukraine’s WTO Enquiry Point and Notification Unit
  2. Enhance cooperation between Ukrainian Ministries to raise awareness in Ministries of the obligations following the WTO transparency principle
  3. Strengthened capacity at the WTO Enquiry Point and Notification Unit
  4. Enhance cooperation with business sector to raise awareness and communication between the WTO Enquiry Point and Notification Unit and businesses.

In support of the execution of each priority, the IER is to prepare analytical reports, conduct continuous content and expert support to Unit’s experts, provide support in organization of seminars and workshops, and in preparation of training and information materials. The IER is also to support the WTO Enquiry Point and Notification Unit in preparation of national road show aimed to increase awareness of business and civil society organizations regarding obligations, opportunities and challenges that follow from Ukraine’s WTO membership.

 

Project Partners

WTO Enquiry Point and Notification Unit of the Department of the WTO cooperation and trade remedies at the Ministry forEconomic Development and Trade of Ukraine

The Unit processes requests and notifications and provides information support to the Department of the WTO cooperation and trade remedies. It iss based on the former Enquiry point for WTO Members and WTO Information Center.  It specializes in enforcing the principle of transparency in trade policy of Ukraine, promotes efficient cooperation and exchange of infomration and documents from the WTO Secretariat and WTO members,  coordinates activities of public authorities on the preparation and notification of replies to existing regulations, new regulations in trade-related areas.

Key Unit’s activities are aimed at:

  • ensurance of Ukraine’s active participation in the system of notification;
  • promotion of integration of Ukrainian companies in the world economy by monitoring activities of other WTO countries.

 

The National Board of Trade (NBT) is the Swedish governmental agency dealing with foreign trade and trade policy. The Board provides the Government with analyses and recommendations. Within the framework of the European Union, the Board works towards an effective Internal Market, an open trade policy in the EU and a strengthened multilateral trading system within the WTO.  Trade related development cooperation is one of the NBT’s areas of work, which  is considered an important tool on the way to strengthening developing countries’ ability to reap the benefits of the possibilities on the international trade arena.

 

The Swedish International Development Cooperation Agency (SIDA) is a government agency of the Swedish Ministry for Foreign Affairs. Sida is responsible for organization of Sweden's official development assistance to developing countries.

Sweden’s development assistance to Ukraine is focused on supporting its adjustment to the EU. Ukraine’s cooperational plan with the EU therefore forms the basis of development assistance. SIDA’s support is concentrated on democracy/human rights and the environment.
