  New Insights into Ukraine's Shadow Economy: Has it Already been Counted?

  In this paper, we interpret the shadow economy (SE) as encompassing all forms of economic activities, which are not reflected in the official statistics (Lacko, 1998, Schneider, 2000). This definition includes all activities which generate added value that are in the "statistical underground", (nonresponding, non-registering, or not surveyed enterprises), the "economic underground" (underreporting or unregistered enterprises), the informal sector, or the illegal sector.

  Presumptive taxation for small enterprises in Ukraine

  The results of recent surveys of companies confirm the great problem taxation presents to all sizes of enterprises. The different presumptive taxes introduced in 1998 for small and medium sized enterprises (SME) have contributed to an amelioration of the situation. They also seem to have been "productive" from a fiscal point of view.

  A Second Economic Divide in Europe?

  The division of Europe in market and centrally planned economies after World War II was associated with an increasing divergence of per capita incomes. While per capita incomes of the present EU members and the other market economies in Europe have converged during the post-war period, the income gap between the market and the planned economies has increased continuously after World War II.
