The survey shows the clear demand for reform of customs in Ukraine in accordance with the requirements and commitments of Ukraine in the Association Agreement with the European Union. Inadequate quality of transport infrastructure, unpredictable trade policy, and overwhelming bureaucracy at customs are top obstacles for exporting, while importing is hampered by complicated customs legislation and non-transparent customs valuation of goods.

The Institute for Economic Research and Policy Consulting preliminary estimated that the total economic gain from anticorruption measures is at 6% of GDP, or USD 6 BN. This is the result of significant progress in overcoming corruption through a radical change in the rules of the game in the public procurement and gas markets, improvement of tax administration and the introduction of the unparalleled in the history of Ukraine public access to information.

Review of support provided to Ukraine by the EU and other donors shows that external aid covers a wide variety of needs. Sometimes it seems that Ukraine agreed to receive aid without assessing in detail needs and possible outcomes of the project. This may happen because nobody evaluated external financing needs in priority areas.
