  • Public Monitoring of Certain Aspects of Customs Operation 2021: Analytical Report

    In 2021, the IER and four partner – NGOs, selected by an open competition, hold public monitoring on customs aimed at certain evaluation aspects and improvement recommendations.

    Different approaches of the parties involved (business, professional association representatives, customs brokers and experts) are taken into consideration.

    Overall, 117 respondents took part by representing Vinnytsia, Volyn, Kyiv, Lviv, Odesa, Rivne, Chernigiv region and the city of Kyiv.

    The Public Monitoring 2021 analyzed the assessments and expectations of parties involved according to the following issues:

    • innovations at the customs: New Computerized Transit System (NCTS), the Authorized Economic Operator (AEO);
    • new digital customs products: the portal Single Window for International Trade and the Personal account of the user on this portal, the Business Intelligence analytical module and others;
    • the state of border infrastructure and service at the customs;
    • level of corruption at the customs and influence of law enforcement agencies on the customs work;
    • Customs reforms and its expectations.

    The Analytical Report on Public Monitoring provides the research results and recommendations on problem solving matters that were determined during the reviewing.

    In addition, the Report contributes specific implementation recommendations accordingly: on NCTS, ÀÅÎ and new digital products, on the development of border infrastructure, including checkpoints, on minimizing the influence of law enforcement agencies, on the work of customs and on customs corruption elimination.

    Public Monitoring is the result of the IER cooperation with partner-organizations that conducted researches in their regions and became co-authors of the analytical report based on.

    On its part, IER experts provided partner-organizations with the monitoring toolkit, advised on and commented on the sections and chapters that, in general, reached on the better quality of producing analytical products by the partner-organizations.

    Analytical report was prepared within the framework of the project “Support to the civil society initiative For Fair and Transparent Customs” supported by the European Union, International Renaissance Foundation, and Atlas Network.
