    Review of support provided to Ukraine by the EU and other donors shows that external aid covers a wide variety of needs. Sometimes it seems that Ukraine agreed to receive aid without assessing in detail needs and possible outcomes of the project. This may happen because nobody evaluated external financing needs in priority areas. 

    Officially disclosed information does not allow us to provide the answer to the key question in the external aid coordination: how well the assistance provided matches with Ukraine’s priorities. This question is important as the communication with stakeholders shows that the coordination of external aid in Ukraine in some areas is lacking, especially where it relates to the coordination between directions of aid and priority actions by the authorities. Still, there are successful examples where external aid matrix was prepared for better donor coordination (e.g. decentralization).

    Analysis of external aid to Ukraine by area of support shows that donors duplicate each other’s work in some spheres and that there is a lack of horizontal coordination in some areas.

    Ukraine should not only work on aid transparency and providing statistics regarding external aid, but it also should better monitor aid effectiveness. This would lead to higher impact of aid on economic development
