Migration policy and legislation of Ukraine has recently been improved. However, as the chronology of the changes and the content of some newly admitted documents show, it was not so much due to authorities and society awareness the importance of migration processes for developing countries, but much more the result of implementation of the Action Plan on visa liberalization, the EU granted Ukraine in November 2010. The Action Plan has has become a powerful external factor migration management reforms. However, awareness of the need to develop and implement an active policy in the field of migration increases step by step, which is happening mostly under pressure from of civil society, especially organizations of migrants.
