The policy papers are the joint product of the German Advisory Group for Economic Reforms in Ukraine and the IER aimed at providing economic policy recommendations to Ukraine’s policy makers. The recommendations are based on the careful analysis of Ukraine’s situation, state-of-the-art economic theory, and best international practices. The papers are available for policy makers and – with some time lag – for general public.

    Changes in Russian trade regime and their implications for Ukraine

    Russia has always been a strategic trade partner of Ukraine. Recently, it regained the role as the largest trade partner of Ukraine moving the EU to the second rank. However, trade relations with Russia remained at a suboptimal level suffering from limited scope and exemptions from free trade, as well as numerous trade conflicts.

    Adjusting gas prices to unlock Ukraine’s economic potential

    Ukraine imports gas from Russia at a price of USD 416 per thousand cubic metres (tcm). At the same time, gas is sold within Ukraine for a much lower price: Householdspay as little as 83 USD/tcm and heating companies pay only 136 USD/tcm. This huge price mismatch has a wide range of severe economic effects. Firstly, the cost of gas price subsidies, including the administrative price setting of gas extracted in Ukraine at only 53 SD/tcm, add up to a massive 6% of GDP.

    Towards higher energy efficiency in Ukraine: Reducing regulation and promoting energy efficiency improvements

    Energy efficiency is rightly one of the most pressing priorities of energy policy in Ukraine. However, in contrast to the visibility of the topic, improvements have been marginal and energy use remains wasteful. The amount of energy used for each unit of goods and services produced is still 3.8 times higher than the European Union average. The implementation of energy efficiency improvements by households and companies as well as state authorities lacks behind in international comparisons. While steps have been taken to address the issue we argue that prior to designing any policy response it is vital to understand the barriers to energy efficiency in the Ukrainian economy. Only that way an effective and consistent policy response which aims at removing those barriers can be formulated.
