    The Quotas on Grain Exports in Ukraine: ineffective, inefficient, and non-transparent

    (Code:AgPP 10)

    On September 28, 2006, the Government of Ukraine introduced a system of licenses for grain exporters. This system was subsequently replaced with a quota system. In both cases, the argument made to support these market interventions is that they are needed to guarantee food security and protect domestic consumers from rising international wheat prices.
