  The role of any bankruptcy procedure is twofold: firstly, to ensure the most efficient use of the assets of the enterprise after its default (ex post efficiency) and, secondly, to establish adequate incentives for the management to perform well prior to the default (ex-ante efficiency). Without the threat to loose the property in case of inefficient production,the driving force of any market economy is missing.

  Is the gas which Ukraine receives as transit fee used efficiently?

  Zur Rolle der Nationalbank bei der DM-Euro-Bargeldumstellung in der Ukraine

  Ab dem 1. Januar 2002 werden die nationalen Banknoten der Euroländer durch die neuen Euro-Noten ersetzt. Die ukrainische Bevölkerung und insbesondere die ehemaligen Zwangsarbeiter halten eine beträchtliche Menge an DM-Noten, die umgetauscht werden müssen. Zum Schutz der ukrainischen DM-Halter, aber auch im Interesse einer konstruktiven Zusammenarbeit mit der Europäischen Zentralbank (EZB), sollte die Regierung sowie die Nationalbank der Ukraine (NBU) für einen reibungslosen Bargeldumtausch1 in ihrem Land sorgen.

Befürchtungen kamen auf, daß das Land sich nicht mehr selbst ernähren könne, und die Ukraine bemühte sich offiziell um Nahrungsmittelhilfe in den USA. Gleichzeitig wurde das Programm "Getreide 2001" erlassen.

  Eine umfassende Steuerreform ist dringend erforderlich zur Sicherung dauerhaften wirtschaftlichen Wachstums und aufgrund der Steuerreform in Rußland. Die vom Parlament und vom Ministerkabinett vorgelegten Vorschläge für eine Reform haben beide offensichtlich das Ziel, die Steuerlast weiter zu senken und somit das Wirtschaftswachstum zu fördern.
