     to provide assistance and support for CSOs and voluntary initiatives

    In November 2022, the IER, in partnership with the French organization ERIM (Equal Rights & Independent Media), launched the project "Emergency Support to Civil Society and Media in Response to the Ukraine War (ESU)". The project is funded by the European Union and aims to strengthen the resilience and effectiveness of war-affected civil society organizations and actors in Ukraine, as well as to support civil society affected by the war in Ukraine in carrying out their work.

    The year 2022 in Ukraine began with the war. Civil society organizations and voluntary initiatives were among the first to organize, and their contribution was and remains crucial in light of the military threat to the state and the sovereignty of the country. This is why it is important to support and encourage these associations to continue working for the victory, which is why this competion is designed. 

    The objectives of the competion are

    to support CSOs and voluntary communities that implement humanitarian and voluntary initiatives for solving the pressing problems caused by the war;  

    to inform society of current challenges and ways to assist citizens. 

     

    QUALIFICATION REQUIREMENTS FOR PARTICIPANTS OF THE PERMANENT GRANT COMPETITION

    Non-profit civil society organizations that have:

    • non-profit status and have been officially registered in Ukraine for at least 3 months as of the date of submission of the grant application;
    • the ability to implement and report on grant projects (including financial reporting);
    • availability of any of the information channels (Facebook, Telegram, Twitter, Viber, Instagram, website, etc.).

    The competition does not provide support to political parties, religious communities and related CSOs.

    The project budget should not cover any expenses for the purchase of humanitarian aid, medicines, equipment, and any other goods, as well as the arrangement of places of residence, catering, construction, and repair work.

     

    Priorities of the competition

    Project proposals submitted for the competition must include the organisation's activities under one or more of the thematic priorities of the competition: 

    1.  Provision of emergency assistance to civilians in communities close to the combat zone, as well as in de-occupied and occupied communities

    - Food, medical and emergency assistance.

    - Emergency evacuation aid.

    - Provision of legal services, medical care and psychological support

    - Assistance for elderly persons and disabled persons. 

    1.  Initiatives aimed at supporting and improving the arrangement of places of residence for internally displaced persons (townships, modular and stationary houses, hostels)

    - Providing consultations with lawyers, psychologists, social workers and doctors in shelters

    - Sharing experience in opening new shelters

    - Other types of support relevant for internally displaced persons staying in shelters

     

    1.  Support for women leaders (volunteers, instructors, doctors, psychologists, lawyers, teachers, activists, etc.) during the war

    - Raising funds and humanitarian aid, helping to evacuate people under russian shelling

    - Efforts to accept and settle internally displaced persons from the temporarily occupied and frontline territories in the communities

    - Medical and legal counseling for civilians and military affected by Russian shelling

    - Other relevant support

    Please note that the project may cover one of the areas or several. 

    The project budget should not cover any expenses for the purchase of humanitarian aid, medicines, equipment, and any other goods, as well as the arrangement of places of residence, catering, construction, and repair work.

    The grant recipient is responsible for monitoring the implementation of the project and evaluating its results, compliance with the communication policy and project branding in accordance with EU rules. The grantee will submit reports in the format specified by the IER. The grantee will submit reports in the format specified by the IER.

      

    Other requirements

    The maximum grant amount is UAH 250000. 

    The minimum grant amount is UAH 220000.

    The total budget of the competition is UAH 1,000,000.

    Duration of projects – 3-4 months. 

    Deadline for submitting grant applications –  February 26  2023 .

    Project proposals with attachments should be sent in one email to the address in one email. Attachments to the project proposal must be in .docx, .xlsx, or .pdf format. Each attachment should be sent as a separate file.     Materials submitted to the competition are not reviewed. The results of the competition will be announced publicly and in a separate letter to the organization.

    The decision to support or reject a grant application is approved collectively by the Grant Commission. The Grant Commission reserves the right to provide the applicant with requirements for revision of the grant application.

    The final decision on the grant application is not subject to appeal.
