Aim of the Project: to promote working efficiency of the local self-government bodies of 12 communities of Luhansk region through the comprehensive research of the local democracy instruments in crisis conditions and to advocate recommendations for public influence increasing and strengthening the democratization process in Luhansk region.
Additional Information: the project was aimed at addressing lack of working effectiveness of local self-government bodies on the territory Luhansk region (part of the region controlled by Ukraine) in the context of establishing communication with citizens and applyinglocal democracy tools in crisis conditions.
The project research figured out that government regulations of communication mechanisms and local democracy were declarativeand non-compliant in crisis situations. In some cases, presence of crisis conditions was used by the local authorities for creating artificial barriers to disrupt communication with citizens and reduce the opportunities to influence on decision-making process.

The analysis of 12 communities of Luhansk region was conducted. |
The analytical report on the results of a comprehensiveresearch were presented. The research was sent via e-mail to all 12 communities of Luhansk region. |

Recommendations for the Secretariat of the Cabinet of Ministers of Ukraine on procedures for direct participation of residents in addressing issues of local importance under local government special order in some districts of Donetsk and Luhansk regions were developed. |

The survey for 48 representatives of regional CSOs on their interaction with local governments during 2020 was conducted. |

Recommendations for 12 communities of Luhansk region to improve communication between government and citizens in crisis were developed and visualized. |

20 representatives of regional media participated in a press conference during which the research results and recommendations were presented. |

|
The results of the research and the recommendations elaborated were published on 5 top Internet resources of Luhansk region. |

|
20 participants took part in the public discussion dedicated to the procedures of residents direct participation in solving local issues under the conditions of local self-government special order in some districts of Donetsk and Luhansk regions. |

2 videos (lasting 5 minutes) were created and distributed. They summarized communication successes of local governments of Luhansk region. |
