Aim of the Project: to strengthen public participation and influence in promoting reforms at the local level by assessing and improving local democracy and communication mechanisms between local authorities and citizens in 86 territorial communities ofDnipropetrovsk region during the COVID-19 pandemic.
Additional Information: project was focused on overcoming several problems: low participation of people in decision making process, nominal character of advisory bodies and inefficiency of local democracy mechanisms. Indicated issue became relevant in 2020 particularly, when the application of existing interaction tools became impossible due to the COVID-2019 pandemic.
Withing the Project following tasks were performed:
1. analysis and assessment research of the current situation in 86 territorial communities;
2. preparation of general recommendations and establishment of a model council;
3. dissemination of information and advocacy of changes to the legal acts and recommendations based on evaluation results.

4 model public councils were established. They function successfully and participate efficiently in consultations. |
Best practices were selected and analyzed. Mpreover, they were systematized in the practical guide "Best practices of communication between the government and the public during the COVID-19 pandemic". The manual was sent electronically to 3,500 addresses, and 100 hard copies were provided to advisory bodies members, CSO activists, and local council members. |

290 participants took part in online trainings for representatives of territorial communities of Dnipropetrovsk region. The trainings were dedicated to the work of advisory bodies and their interaction with other authorities. |

Recommendations were developed and 5 legal acts regulating public participation were improved on the basis of the results advocation. |

Local democracy functioning and communication mechanisms between the government and citizens were assessed in 86 territorial communities of Dnipropetrovsk region under the conditions of the COVID-19 pandemic. |
