The intensification of regulatory burden makes the industrial enterprises weaker to combat the recession. The share of managers that consider unfavourable regulatory climate to be a significant barrier to production growth of their companies has increased greatly in July compared to April (from 46.7% to 55.6%), reaching second place in the ranking of impediments to production. This has happened due to the essential growth of such component of this aggregate indicator as high regulatory burden (from 33.5% in April to 43.8% in July). Moreover, firms are rather pessimistic concerning the possibility of business-climate improvement within next half a year.
