    A stark contrast

    Having decided to do an internship in Ukraine during summer, this was the occasion to put to the test my own perception of a country that remains a riddle for the West, a mysterious land symbolized by onion-shaped domes and shaken-but-not-stirred spies movies, arousing every kind of fantasy.

    Grain export restrictions go on: Doublethink of the government

    Ukraine begins 2011/2012 marketing year (MY) with resumed export restrictions on grain market. By the end of 2010/11 MY grain export quotas were lifted but export duties were introduced instead from July 2011. Export duties were set at 9% (at least EUR 17 per ton) for wheat; 12% (at least EUR 20 per ton) for corn, and 14% (at least EUR 23 per ton) for barley.

    According to April survey of industrial enterprises managers, the expectations of respondents about changes in the business environment during the next six months are better than they were in February.

    Business climate in Ukraine: Assessment of overall business conditions by enterprises managers remains negative

    Assessment of business climate remains negative: 29.5% of respondents believe the business climate to be unfavorable, and only 6.1% of managers consider business climate as good (in February the respective shares amounted to 32.5% and 6.2%). Business climate index remains negative — -0.19.

    Does Ukraine close its sky[1]?

    The EU is seeking a close partnership with Ukraine in aviation field. And one of the priorities of its transport policies is achievement of the accord on Common Aviation Area (CAA)[i]. The CAA is the single air transport market, allowing flights without any limitations in route, frequency and number of carriers. In addition, it means the unified safety and security rules, modernized air traffic management, and tackling the climate change.

    Why agricultural producers lose huge market opportunities with state monopolies – International experience and Ukrainian evidence

    Two draft laws came out to the public in February 2011 that might effectively turn into September 11 for the agriculture and food sectors of Ukraine in case at least one of the two comes into the force. A Draft Law #8053 as of February 2, 2011 “On amendments to the Law of Ukraine “On State Support to Agriculture” (as to the peculiarities of exports of products subject to state price regulation)” and a Draft Law #8163 as of February 25, 2011 “On amendments to the Law of Ukraine “On Grain and Grain Markets” (concerning the grain exports)”.

    Ukraine's accession to the European Energy Community: the economic aspect[1]

    On December 15, 2010 Ukraine has formally completed the process of accession to the Treaty on the establishment of the Energy Community of EU and Southeast Europe after ratification of the relevant law by the Parliament. From 1 February 2011 Ukraine officially has become a full member of the Community. Both from the representatives of Ukraine and the EU officials in recent months sounded optimistic statements about the prospects offered to Ukraine after the adaptation of national legislation to the relevant EU Directives.

    State monopoly in agricultural exports: the game is not worth a candle

    A Draft Law #8053 as of February 2, 2011 “On amendments to the Law of Ukraine “On State Support to Agriculture (as to the peculiarities of exports of products subject to state price regulation)” effectively aims at granting to the State of a monopoly on the export of agricultural products. Economic theory and worldwide experience, however, warn about possible devastating consequences for the sector’s growth.
