• Consulting support in development of efficiency criteria of the state property objects’ governance and the criteria of controlling the execution of functions of the state property objects governance (monitoring), so as regulation of procedures of the stat

  Objective: 

  To provide advisory support to the executive authority of Ukraine in introducing an effective system of monitoring the implementation of functions of state property management, which would give the opportunity to make informed and effective management decisions, elements of which are benchmarks of efficiency of management of state property and control (monitoring) the implementation of functions of such objects’ management. To promote the approximation of principles of the corporate governance by the Ukrainian state owned enterprises with the principles of the OECD.

  Task:

  • to analyse the regulatory framework on state corporate rights management in Ukraine; 
  • to analyse the international experience in OECD countries on the state corporate rights management; 
  • to review draft resolution “On State Corporate Rights Management", which was prepared by the Ministry of Economy of Ukraine;
  • to prepare draft Regulation on state corporate rights management, which is based on the regulatory framework of Ukraine and takes into account the international experience.
  Results:

  • analysis of the regulatory framework on state corporate rights management in Ukraine; 
  • analysis of the international experience in OECD countries on the state corporate rights management; 
  • review of draft resolution “On State Corporate Rights Management", which was prepared by the Ministry of Economy of Ukraine;
  • draft Regulation on state corporate rights management, which is based on the regulatory framework of Ukraine and takes into account the international experience;
  • technical notes that contain the OECD principles on state corporate governance; description of the current situation in state corporate governance in Ukraine; international experience as to the model of  state corporate governance  and the appointment, functions and composition of supervisory boards in OECD countries; the practice of state’s corporate rights management in Poland; international practice of holdings activity, usage of golden share, as well as proposals on the role of the Ministry of Economy to manage state corporate rights.
