• Assessment of transparency and openness of regulatory authorities operations in tariff-setting for public utility

  Objective: 

  To facilitate public understanding about the state of openness and transparency of local administrations, NERC and local enterprises in tariff-setting for public utility.

  Task:

  • to assess the level of openness and transparency of regulatory bodies (estimate number of responses sent to queries concerning the methodology for calculating tariffs, their components and feasibility);
  • to assess the level of access to information on the official websites and relevant media of regulatory agencies according to the availability criteria;
  • to assess quality of information posted on the official website of the relevant media of regulatory bodies according to the criteria of quality;
  • to present the report.
  Results:
