• Openness and Transparency of Public Finances in Ukraine: a Comparative Study, Evaluation and Recommendations

  (Code:2003_01)
  Objective: 

  To assess the level of transparency of public finance in Ukraine.

  Task:

  • to study international standards of openness and transparency of public finance; 
  • to review practical problems during the implementation of international standards of openness and transparency of public finance in transition economies, particularly in Ukraine;
  • to review the structure of public finance of Ukraine; 
  • to analyse legislative acts of Ukraine concerning the openness and transparency of public finance in Ukraine;
  • to collect information and assess  transparency and openness of public finance in Ukraine through a telephone survey and correspondence with the authorities of Ukraine in order to obtain the necessary information for the study;
  • to organise and participate in the seminar "Poland's experience in implementing international standards of transparency in public finance" 9 June 2003;
  • to organise and participate in the press conference presenting the results of the project; 
  • to organise and participate in the international conference.
  Results:

  • study on international standards of openness and transparency of public finance; 
  • overview of practical problems during the implementation of international standards of openness and transparency of public finance in transition economies, particularly in Ukraine;
  • overview of the structure of public finance of Ukraine; 
  • analysis of legislative acts of Ukraine concerning the openness and transparency of public finance in Ukraine;
  • collection of information and assessment of transparency and openness of public finance in Ukraine through a telephone survey and correspondence with the authorities of Ukraine in order to obtain the necessary information for the study;
  • organisation and participation in the seminar “Openness and transparency of Polish public finance in the light of international standards – law & practice” 9 June 2003;
  • organisation and participation in the press conference presenting the results of the project; 
  • organisation and participation in the international conference.
