  • Analysis of international experience regarding the determination of fees for the right to manage (state-owned) assets under a concession agreement

    Objective: 

    To analyse international experience regarding the determination of fees for the right to manage (state-owned) assets under a concession agreement.

    Task:
    • to review causes of natural monopolies industry regulation; 
    • to review concessions as a tool for regulating natural monopolies; 
    • to make microeconomic analysis of the impact of concessions on public welfare; 
    • to study international experience in making investments under the concession; 
    • to analyse  the Ukrainian legislation on investment under the concession; 
    • to construct a model of concession tender; 
    • to study the problem of determining the conditions of concession agreements, if projects are considered in a dynamic perspective.
    Results:
    • overview of causes of natural monopolies industry regulation; 
    • overview of concessions as a tool for regulating natural monopolies; 
    • microeconomic analysis of the impact of concessions on public welfare; 
    • study of international experience in making investments under the concession; 
    • analysis of the Ukrainian legislation on investment under the concession; 
    • model of concession tender; 
    • analysis of the problem of determining the conditions of concession agreements, if projects are considered in a dynamic perspective.
