USAID Competitive Economy Program in Ukraine (CEP) in collaboration with Info Sapiens and the Institute for Economic Research and Policy Consulting (IER) presented results of the second Municipal Competitiveness Index 2021 survey (MCI 2021), resulted in 45 cities rating by favorable business climate.
MCI is an analytical tool to evaluate municipal business climate, including economic governance efficiency. The application of indicated tool aimed at promoting competition between cities in creating a favorable business climate. It identifies priority reforms for the local business environment and best practices for local government-business interaction, stimulates healthy competition between cities and territories, exchanges experiences and best regulatory practices.
The basis of the report are 7454 surveyed companies and individual entrepreneurs (CATI) and statistic data collection, especially 3735 legal entities and 3719 individual entrepreneurs from 45 largest cities throughout territory of Ukraine, except Crimea Region, Sevastopol and some areas of Donetsk and Luhansk region. Among 45 cities covered by the survey are 21 oblast centers, 2 cities from Joint Forces Operation zone where military and civil administrations of Donetsk and Luhansk regions are located, Kyiv city and 21 municipality with population over 73000.
Info Sapiens conducted the survey opinion polls and Economic Research and Policy Consulting (IER) carried out data collecting (statistics and official documents).
Survey consists of two parts. First part presents MCI 2021 and its main parts, analyzed cities ranking as a whole and for each component of MCI. Second part included 45 municipalities’ profiles. Profiles include main characteristics and business environment of the city, obtained as a result of the survey, and the main economic indicators of the city in state statistics.
