Landowners are required to go through several procedures at the state agencies and local authorities in order to obtain the state act for ownership on a land plot. Complexity of experiencing such procedures was studied in the opinion poll in the framework of the “Land Reform Barometer” project. Respondents give the highest rank to the procedures at a session of a village council, whereas they give the lowest score to the procedures at a design organization, at the regional land resources department and at the land survey organization. The highest scores were given to the organizations in Dnipropetrovsk oblast, while the lowest, in the Autonomous Republic of Crimea. Duration, complexity, cost and quality of the procedures were the criteria for evaluation.
