An article by Oksana Kuziakiv, Executive Director of the Institute for Economic Research and Policy Consulting (IER), entitled “Business Maintains Confidence in Ukraine’s Customs Service but Expects the Next Wave of Reform” has been published on 4Liberty.eu.
The article is based on the results of the annual survey “Customs Procedures in Ukraine During Wartime: Business Assessments and Expectations in 2025” conducted among Ukrainian exporters and importers. It examines how businesses assess the performance of Ukraine’s customs service, the key challenges companies face in foreign trade operations, and their expectations regarding further customs reform.
The author highlights that, despite the generally positive perception of customs performance, businesses continue to expect further reductions in the time and costs associated with customs procedures, the expansion of digital services, greater predictability in the application of customs legislation, and further harmonization of customs rules with European Union standards.
