More than 80% of large enterprises in Ukraine have already integrated open data* into their key business processes, with procurement monitoring, supply chain management, integration into BI systems, and other functions forming the foundation of their business operations. This is evidenced by data from the analytical report "Ukraine’s open data market: status, trends and impacts" presented by the Institute for Economic Research and Policy Consulting and InfoSapiens. The large-scale study of the open data market took place from August to December 2025, commissioned by the NGO Texty.org.ua for the Ministry of Digital Transformation of Ukraine.
The study showed that the level of open data usage differs significantly depending on the size of the enterprise: as the scale of the business grows, open data becomes a key element of the business model. During the research, 475 companies were surveyed as part of the "New Monthly Survey of Enterprises".
Among them, 23% of micro-enterprises reported that open data is primarily used occasionally for internal needs—analytics, counterparty checks, or market assessment.
Among small companies, 11% of respondents noted that they are an important component of the business, and another 29% use data to improve the functionality of products and services.

Medium-sized companies demonstrate a transition to more systematic use of open data: 35% of respondents stated that data is a significant part of their business model, and another 11% said it forms its basis.
The highest level of open data integration is observed among large enterprises, where data has become an integral part of corporate strategy: 83% of respondents reported active use in their business model, with 17% considering it a significant component and 11% the basis of all activities.
Additionally, according to online survey results, open data holds the greatest significance for the financial (62%) and public sectors (52%).
Representatives of the banking sector note that up to 85% of strategic decisions in the industry are made based on it.

The highest level of data usage was recorded in the service sector (75%), metalworking (69%), and trade (67%). Poltava region became the leader in terms of integrating open data into business models (33.3% of enterprises consider it the basis of their business). High indicators are also demonstrated by Odesa (21.4%) and Rivne (20%) regions.
*According to the Law of Ukraine "On Access to Public Information," open data is public information in a format that allows for automated processing, free and open access, and further use.
