  • Presentation of the 'Expenditure Control for Recovery' Project


    On September 19th, an online presentation of the 'Recovery Spending Watchdog’ project, funded by the European Union, took place. The project is being implemented by Center for Economic Strategy, Institute for Economic Research and Political Consulting, and Technologies for Progress.

    The project's objective is to build an independent monitoring system for budgetary and donor funds allocated for recovery, analyze their usage, and involve the public in the monitoring process. More details about the initiative can be found here. During the event, Maria Repko, Deputy Director of Center for Economic Strategy, provided insights into the project's goals and objectives.

    Following her presentation, Max Nefyodov briefly introduced the Big Recovery Portal, which will serve as a vital source of information on recovery efforts and contribute to engaging the public in monitoring the reconstruction.

    Iryna Kosse, an expert from the Institute for Economic Research and Political Consulting, presented the results of her analysis of international experiences in monitoring reconstruction. The key lessons learned by Iryna for Ukraine include:

    •          A unified system of reconstruction indicators for all
    •          Simultaneously restore social services (education, healthcare, etc.) alongside housing and infrastructure recovery
    •          Incorporate sustainable natural resource use into plans
    •          Monitor the reconstruction process and retain information for lessons learned for other countries
    •          Consider local needs
    •          Coordinate with donors to avoid duplication

    Oleksandra Betliy, an expert from the Institute for Economic Research and Political Consulting, presented the Project’s pilot Monthly Monitoring of Recovery and Reconstruction in Ukraine. She outlined the data that project experts will utilize during the project for monitoring recovery and reconstruction, as well as the main challenges in the analysis process. It is crucial that funds are transparently spent on priority areas and effectively.
