Introducing to your attention the issue of the newsletter "Information of the WTO members» No.29, which is a regular information product of the project "Trade policy and practice in Ukraine". Institute for Economic Research and Policy Consulting implements this project in cooperation with the Ministry of Economic Development and Trade of Ukraine and the National Board of Trade of Sweden.
The Association Agreement makes provision for harmonization of the Ukrainian legislation with the EU one in the field of environmental protection. In particular, Ukraine will have to introduce European standards of air and water quality and waste management. Incentives for emission reductions will also be provided.
Ukraine will make investment abroad easier after the Association Agreement (AA) comes into force. Now there is a lot of red tape for Ukrainian companies to get licenses for investment abroad, and investors often use wildcat schemes to transfer their money to other countries.
The Association Agreement (AA) reiterates the obligation of Ukraine to harmonize its energy sector policies with the EU's Third Energy Package. In particular, Ukraine will have to split the National JSC Naftogaz of Ukraine, a public gas monopoly, in order to separate natural gas transportation and production units.

The Association Agreement (AA) makes provision for gradual elimination of customs duties on machinery and equipment, including electronic equipment, in the bilateral trade between the EU and Ukraine.

The Association Agreement makes provision for protection of Ukraine’s automotive manufacturers during 15 years after a free trade area under the agreement will be established. Specifically, Ukraine will be allowed to use measures equivalent to the existing import duty of 10% on passenger cars in that period.
Ukraine will keep customs duties on exports of main kinds of scrap steel for 8 years after a free trade area under the EU-Ukraine Association Agreement (AA) will be established. As a result, domestic prices for scrap steel, which is a raw material for production of steel products, will remain lower than abroad in that period. In addition, the EU duties on imports of finished steel products from Ukraine will be decreased to zero.
