    For the first time since 2001 a liquidity problem took the first place in the list of impediments for business activity of industrial enterprises, this happened against a background of the trend to worsening of respondents’ estimations of the availability and the affordability of bank loans for enterprises, observed for the last 4 quarters in succession.

    On May 10th, the Draft Law #10443 “On amendments to the Law of Ukraine “On milk and milk products”” has been registered in the Parliament. It suggests introducing minimum farm-gate prices for raw milk to secure the incomes of dairy farms.

    Recently the Ministry of Agricultural Policy and Food of Ukraine made public its Draft Law ‘On Agriculture’. It has all the means to re-introduce central planning in Ukrainian agriculture. In its current form, the Draft Law should be heavily reconsidered, or better dropped altogether.

    Wheat futures weakened on Eurozone concerns (elections in France and Greece and a worsening of the debt crisis) and on expected upward corrections of the new harvest estimates in the main global production regions. The US expects record wheat production this year and rainfall in Europe significantly improved growing conditions in the region.

    According to the preliminary Ukrstat estimate real GDP increased by 1.8% yoy in the first quarter of 2012. Real private final consumption was likely to support this growth. Seasonally adjusted real GDP declined by 0.3% qoq likely due to worsening of Ukraine’s external position.

    We believe that economy will be stagnating in the second quarter with a moderate rebound in the last two quarters. The approved increase in social spending is not likely to impact our GDP forecast significantly.

    FAO forecasts this year Ukraine’s wheat harvest to decrease to 14 m t from 22.3 m t last year, due to higher than normal winterkill. Kazakh wheat is to slide to 14.5 m t from 22.7 m t last year. Russia is expected to produce 56.8 m t of wheat this year (56.2 m t in 2011).
