  • The Ukrainian economy should grow by 15% annually for 5 years - Igor Burakovsky

    The war took away more 50% of GDP of Ukraine and to compensate these losses, the economy must grow by 15% annually for 5 years, 10 years – 7%. 

    This was announced on April 28, 2022 by the Chairman of the IER Board Igor Burakovsky during the conference "War Aftermath: Reconsidering the Future of Civil Society” in Warsaw, Poland. 

    According to him, today recovery issues are considered from frames (time), funds (financial needs) and sources of funding (global community assistance, reparations, etc.) perspective. Concurrently, a huge role is allotted for the civil society to play and this is how it works out:

    Economic recovery is not a gift from the international community. This is a huge investment project in which Ukraine itself must make its contribution also. At the same time, we must understand that the post-war restoration of Ukraine will require colossal efforts from both sides: the authorities and society. Therefore, civil society must contribute to the establishment of a regular, honest and responsible dialogue between the authorities and society and offer effective solutions to the relevant problems.  

    Also civil society must become a driver of the mobilization for renewable efforts. It's as an expression of diverse political, social, cultural interests of different levels and as an active participant in the defence of Ukraine must play a decisive role in determining what kind of restoration the country needs. 

    Moreover, given the high level of corruption, society must control the cost of restoration strictly and effectively in order to prevent “reconstruction pillage”. Corruption and abuse on murders are national betrayal. 

    The effectiveness of post-war reconstruction directly depends on how effectively the state will work as the manager of the reconstruction project. And to this point, we return to the question of the reform process restoration suspended by the war. The role of civil society in the reform processes cannot be overestimated.
