Subgranting: "Reconstruction Monitoring" Grant Program

As part of the "Spending Control for Recovery" project, the Institute for Economic Research and Policy Consulting (IER) is implementing the "Reconstruction Monitoring" grant program.

The grant program supports monitoring of the reconstruction process through two calls for proposals:

  • Call 1: Monitoring reconstruction and recovery at the local level: social infrastructure facilities.

Both calls focus on monitoring the process of rebuilding and restoring social infrastructure facilities that were partially damaged or completely destroyed since February 24, 2022.

Social infrastructure includes educational institutions (preschools, schools, vocational schools, higher education institutions), healthcare facilities (primary and specialized care), cultural institutions (libraries, theatres, etc.), residential buildings, and administrative buildings.

1. Monitoring of social infrastructure facilities in Chernihiv

Grantee : Public organization “Agency of Urban Initiatives”

Deadline: March – June 2024

Project goal: To make the procedure for using budget and donor funds to restore damaged infrastructure as a result of the full-scale war in the city of Chernihiv transparent and open.

Project results:

  • As part of this project "Monitoring of reconstruction and recovery on the ground: social infrastructure facilities", the "Agency for Urban Initiatives" monitored 13 social infrastructure facilities.
  • Letters were prepared to the head of the Chernihiv Regional Military Administration.
  • The final result of our work was presented at a press conference held on July 12, 2024.
  • 10 communication materials were posted on the social networks of the organization and the partner organization.

 

 

2. Transparent reconstruction: Monitoring the reconstruction of social infrastructure facilities in the Irpin community

Grantee : Public organization “Brave Irpin”

Deadline: March – June 2024

Project goal: Increasing transparency in the reconstruction of social infrastructure in the Irpin community, which suffered as a result of the military aggression of the Russian Federation.

Project results:

  • Monitoring and analysis of 12 objects were conducted.
  • A communication campaign was conducted to raise awareness among residents about the progress and results of the reconstruction of social infrastructure facilities.
  • We prepared and published 5 videos with expert analysis of barrier-free access with visualization of consequences and recommendations for further consideration during reconstruction and correction of typical errors.
  • Reports analyzing the accessibility of reconstructed social infrastructure facilities were submitted to facility managers and city management.

 

 

3. Restoration with transparency: public control over the reconstruction of social infrastructure in Bashtan region

Deadline: June – August 2024

Project goal: Creating systematic control of funds for Reconstruction through independent public monitoring, which involves encouraging local authorities to be transparent and accountable to the community.

Project results:

  • During the project, 15 facility passports were generated in accordance with the provided IED methodology.
  • Eight objects were added to the BRP.ORG system.
  • Also, 13 descriptive monitoring reports were entered into the BRP.ORG system.
  • 20 messages were published on social networks and on the organization's website.

 

 

4. Monitoring the restoration of social infrastructure facilities of the Makariv territorial community

  • During the project, 12 facility passports were generated in accordance with the provided IED methodology.
  • 3 meetings were held with project stakeholders and representatives of local governments.
  • 12 reports on the monitoring conducted were created.
  • 8 messages were published on social networks and on the organization's website.

 

 

5. Monitoring of reconstruction projects in Poltava and Sumy regions financed in 2023

Deadline: June – September 2024

Project objective: To increase transparency and accountability in the allocation and use of donor funds for infrastructure reconstruction projects in Ukraine by implementing monitoring tools and conducting comprehensive analysis, which will lead to a 20% reduction in the number of reports of corruption and abuse in the activities of local governments by the end of the project implementation period .

Project results:

  • Monitoring of 10 reconstruction sites in the Poltava region was carried out.
  • 10 passports have been prepared for each project
  • Information about the progress of reconstruction was disseminated: 12 posts were published on social networks
  • Organizing training for citizens and activists interested in conducting monitoring

 

 

6. Monitoring the reconstruction and restoration of educational institutions in theBuchanan, Gostomel and Borodyan communities of Kyiv region

Project goal: Strengthening public control over the quality and transparency of the reconstruction and restoration process of educational institutions in the Buchanan, Gostomel, and Borodyan communities of Kyiv region, by monitoring the reconstruction process and its results .

Project results:

  • Monitoring of 7 reconstruction sites in the Kyiv region.
  • 7 passports prepared
  • Dissemination of information about the progress of reconstruction: 15 posts published on social networks
  • Prepared for an open online event: "Results of monitoring of educational institutions in Borodyanka and Buchanan communities, June-August 2024"

 

 

7. Monitoring the restoration of social infrastructure facilities of the Makariv territorial community

Grantee : Public organization “ Territorial Development Agency ”

Deadline: September - November 2024

Project goal: to ensure transparent monitoring of the expenditure of budget and donor funds on the restoration of social infrastructure facilities in the territory of the Makariv territorial community of the Buchansky district of the Kyiv region.

Project results:

  1.       Monitoring of 11 objects was carried out
  2.       2 meetings were held: with project stakeholders, representatives of local governments on whose territory the facilities subject to monitoring are located, customers and balance holders of facilities that were restored after February 24, 2022.
  3.       10 messages were published on social networks

 

8. Monitoring of social infrastructure facilities in Sumy, Poltava and Dnipropetrovsk regions

9. Monitoring reconstruction in communities of Kyiv region in the field of education.

Grantee : NGO “ Women in Ukraine ”

Deadline: September 2024 – November 2024

Project goal: Strengthening public control over the quality and transparency of the reconstruction and restoration process of educational institutions in the Buchanan, Gostomel, and Borodyan communities of Kyiv region, by monitoring the reconstruction process and its results.

Project results:

  • 8 objects were monitored
  • Communication has been carried out with the authorities to establish arrangements for meetings and assistance in the work of the project.
  • An analysis of the facilities was conducted and information was collected from open sources on all eight facilities .
  • 15 messages were published on social media.
  • A closing event was held.

 

 

10. Public Monitoring of Recovery: Transparency and Accountability of the Reconstruction of Social Infrastructure of Mykolaiv and Beryslav Districts

Grantee : NGO " Against Corruption "

Implementation region: Berezanska, Nechayanska, Pervomaiska communities of Mykolaiv region, Vysokopilska, Kalynivska communities of Kherson region.

Deadline: January – March 2025

Project goal: Improve transparency and accountability of infrastructure restoration processes in affected regions through public oversight and inputting up-to-date information about reconstruction sites into the BigRecoveryPortal, which will help increase public trust and control over the efficient use of resources.

Results:

  • Visual inspection and monitoring with photo recording of the reconstruction: On-site visits were carried out and 15 objects were inspected and entered into the Big Recovery Portal system (responsible person: V.S. Poselkevich). Violations and recommendations for improving the progress of project implementation were identified.
  • Preparation of the final report: An information report has been prepared, which includes a list of social infrastructure facilities, a risk assessment, and recommendations for the restoration of facilities.
  • Information activities: 3 articles for the media, 10 information posts and a descriptive general analytical report were prepared and published to raise public awareness and involve them in monitoring and decision-making.

 

 

11. On-site monitoring of reconstruction and recovery: social infrastructure facilities

  • Monitoring of 8 objects was carried out.
  • 10 messages were published on social networks about the progress of the project.

12. Transparent reconstruction: Monitoring the reconstruction of social infrastructure facilities in the Irpin community, stage II

13. Monitoring reconstruction in communities of Kyiv and Chernihiv regions in the field of education.

  • 8 reports on the progress of the project have been published.

14. Transparent reconstruction of social infrastructure facilities in communities of Kyiv region.

Results :

  • Monitoring of 14 facilities was carried out.
  • 14 passports were created based on the monitoring results.

15. Public Monitoring of Recovery: Transparency and Accountability of the Reconstruction of Social Infrastructure of Voznesensky and Pervomaysky Districts

25. Monitoring the reconstruction and reconstruction of social infrastructure in the city of Zaporizhia and Zaporizhia region

Objective: To carry out comprehensive monitoring of reconstructed social infrastructure facilities in Zaporizhia city and Zaporizhia region to ensure quality, transparency, and compliance with accessibility and energy efficiency standards of reconstruction. To raise public awareness of the work carried out, involve the community in discussing the reconstruction, and support public control over this process.

29. Rebuilding Together

Implementation region: Kharkiv territorial community, Kharkiv region .

Project status: active.

Implementation period: 01.06.-30.09.2025

Goal: To promote transparency, efficiency, and accountability of the process of rebuilding healthcare facilities in the city of Kharkiv by implementing systematic public monitoring in accordance with the approved IER methodology.

Additional information

The project includes the following activities:

  • Provide a comprehensive, objective, verified assessment of the quality and effectiveness of the restoration of 8 healthcare facilities and 1 residential building in the city of Kharkiv. Obtain actual data on the condition of the reconstruction facilities.
  • Assess the compliance of restored facilities with user expectations.
  • Ensure the publicity of monitoring results, strengthen communication between the public and authorities, and promote the implementation of recommendations through open discussions.
  • Summarize the results of the project implementation, assess its effectiveness and impact.

Goal: To increase transparency, inclusiveness, and compliance with modern standards of social infrastructure reconstruction in the Kyiv region through public monitoring of five reconstructed facilities

  • 14 passports for selected objects have been prepared and posted on the Big Recovery Portal website.
  • Interviews were conducted with the Borodyanskyi village head and local active citizens.

Goal: To increase the transparency of the reconstruction processes in the city of Kryvyi Rih, Kryvyi Rih district and to raise awareness among the audience of "Pershy Kryvyi Rih (1KR.UA)" regarding expenditures from the city, district, regional, and state budgets for reconstruction.
