The project is implemented by consortium of organisations - Centre for Economic Strategy (CES), Institute for Economic Research and Policy Consulting (IER), Technologies of Progress (ToP).

The overall objective is to support the civic monitoring system for public investment management (PIM) framework in Ukraine in order to strengthen an efficient, transparent, and accountable public finance.

Timeline: 3 February 2026 – 2 February 2027

The project consists of four main components:

1) Civic monitoring of PIM policies and communication of its results to the experts and general public (CES and IER are responsible for the implementation);

2) Updating digital tools (Big Recovery Portal - BRP) for coordinating local civic monitoring efforts to support the new PIM framework (TP is responsible for the implementation);

3) Gaps diagnostics and capacity building for PIM implementation at the local level via dedicated series of webinars (CES is responsible for the implementation with the contribution of the IER and ToP);

4) Fostering engagement of civil society organisations (CSOs) via sub-granting for civic monitoring of physical projects implementation (IER is responsible for the implementation).
